Government Announces Supported Housing Consultation Ahead of 2025 Licensing Reforms
1. On 5 November 2024 the Parliamentary Under-Secretary of State for Housing, Communities and Local Government, Rushanara Ali MP, issued the following statement on the much-awaited supported housing consultation leading to licensing regulations in England:
“I am making this statement today to fulfil my duty under the Act to update Parliament on the progress made towards making licensing regulations. My officials have been working with stakeholders to develop the proposals in the forthcoming consultation on licensing, which we will publish in the new year. We also remain committed to establishing a supported housing advisory panel.
We strongly encourage supported housing providers, local authorities, regulators, provider organisations and, crucially, residents to respond to the consultation, as it is vital that we get these reforms right. 2. Findings from the consultation will inform new regulations that implement the provisions of the Supported Housing (Regulatory Oversight) Act 2023 (the Act).
Addressing Exploitation and Raising Standards
3. At the heart of the Act lies a new licensing regime to address issues of exploitation within supported housing. According to the Government, a minority of rogue landlords have neglected their duty to provide quality support, thus undermining residents’ well-being. Future regulations will aim to raise standards, enhance support, and ensure taxpayer funds are effectively used.
Ensuring Resident Voices Are Heard
4. Through the consultation the Government is making a point of seeking to integrate resident perspectives, as they are directly impacted.
