I am an independent consultant on supported housing and benefit-related matters. With over 30 years of experience, I have provided consulting services to a wide range of organisations, including national bodies, local authorities, and both large and small housing providers across the UK.
I am also a co-author of two well-known guides:
- the Shelter/CIH Guide to Housing Benefit, and
- the Guide to Universal Credit and Council Tax Rebates.
Currently, my focus is on the financing of supported housing in the UK, regulatory regimes that drive up standards and the related developments in law, policy and practice.

Philip Parnham
I am interested in helping individuals and organisations define, develop and maintain best practice in supported housing.
At the moment my focus is on the Supported Housing (Regulatory Oversight) Bill. During this period of rapid change in our sector, I enjoy applying myself to the specific challenges of a wide range of different organisations and achieving best possible outcomes for them.
I initially qualified as a solicitor. Since 2010 I have been a consultant (non-practising solicitor) specialising in supported exempt accommodation. I am currently analysing policies and assisting housing providers with support plans, contact logs, system audits and the need for and supply of supported housing provision in specific geographical areas.
