HB: Controlling behaviour


1. In the context of a refuge that is specified accommodation “controlling behaviour” means an act designed to make a person subordinate or dependent by:
  1. isolating them from sources of support,
  2. exploiting their resources and capacities for personal gain,
  3. depriving them of the means needed for independence, resistance or escape; or
