Two-tier counties (England)

1. This entry identifies the two-tier county councils in England. These are the higher tier councils in these two-tier areas. 

2. Upper tier county councils are not responsible for housing benefit administration. The lower tier authorities in these areas are the responsible authorities.

3. The upper tier county councils would have been responsible for the UK Government’s previously proposed, ring-fenced grant for short-term supported accommodation in the areas they cover.
